STATEMENT BY SENATOR JOHN McCAIN INTRODUCING THE PROFESSIONAL BOXING AMENDMENTS ACT OF 2012

U.S. Senator John McCain (R-AZ) today delivered the following statement on the floor of the U.S. Senate introducing the Professional Boxing Amendments Act of 2012:

“Mr. President, today I am pleased to be joined by Senator Reid of Nevada to introduce the Professional Boxing Amendments Act of 2012. This legislation is virtually identical to a measure reported by the Commerce Committee during the 111th Congress, after being approved unanimously by the Senate in 2005. Simply put, this bill would better protect professional boxing from the fraud, corruption, and ineffective regulation that has plagued the sport for too many years, and that has devastated physically and financially many of our nation’s professional boxers.

“My involvement with boxing stretches back a long way – first as a fan in my youth, then posting a painfully undistinguished record as a boxer at the United States Naval Academy, and then over my time here in Congress, where I have been involved in legislation related to boxing since the mid-1990s.

“The 19th century sportswriter Pierce Egan called boxing the ‘sweet science,’ while longtime boxing reporter Jimmy Cannon called it the ‘red light district of sports.’ In truth, it’s both. I have always believed that at its best, professional boxing is a riveting and honorable contest of courageous and highly-skilled athletes. Unfortunately, the last few decades of boxing history has – through countless examples of conflicts of interest, improper financial arrangements and inadequate or nonexistent oversight – led most to believe that Cannon’s words best describe the state of boxing today.

“The most recent controversy surrounding the Pacquiao-Bradley fight is the latest example of the legitimate distrust boxing fans have for the integrity of the sport. After the Pacquiao-Bradley decision was announced, fans were clearly apoplectic and many commentators found the decision astonishing.

· “Bob Arum, the longtime promoter representing both Pacquiao and Bradley, said: ‘What the hell were these people watching? ... How can you watch a sport where you don't see any motive for any malfeasance and yet come up with a result like we came up with tonight. How do you explain it to anybody? … Something like this is so outlandish, it's a death knell for the sport.’

· “ESPN boxing analyst Dan Rafael – who scored the fight 119-109 for Pacquiao – called the decision an ‘absolute absurdity,’ saying, ‘I could watch the fight 1,000 times and not find seven rounds to give to Timothy Bradley.’

· “Additionally, following the fight, HBO’s Max Kellerman was ringside where he said, ‘This is baffling, punch stat had Pacquiao landing many more punches, landing at a higher connect percentage, landing more power punches. Ringside, virtually every reporter had Pacquiao winning by a wide margin … I can’t understand how Bradley gets this decision. There were times in that fight where I felt a little bit embarrassed for Bradley.’

“Clearly, the conspiracy theories and speculation surrounding the fight are given life because there are so many questions surrounding the integrity of the sport and how it is managed in multiple jurisdictions. Professional boxing remains the only major sport in the United States that does not have a strong, centralized association, league, or other regulatory body to establish and enforce uniform rules and practices. Because a powerful few benefit greatly from the current system of patchwork compliance and enforcement of Federal boxing law, a national self-regulating organization – though preferable to Federal government oversight – is not a realistic option.

“Ineffective oversight of professional boxing will continue to result in scandals, controversies, unethical practices, a lack trust in the integrity of judged outcomes and most tragic of all, unnecessary deaths in the sport. These problems have led many in professional boxing to conclude that the only solution is an effective and accountable Federal boxing commission.

“This legislation would establish the United States Boxing Commission (‘USBC’ or Commission), providing the much-needed oversight to ensure integrity within the profession through better reporting and disclosure, requiring that the sport avoid the conflicts of interest which cause fans to question the outcome of bouts which hurts the sport. If enacted, the Commission would administer Federal boxing law and coordinate with other Federal regulatory agencies to ensure that this law is enforced; oversee all professional boxing matches in the United States; and work with the boxing industry and local commissions to improve the safety, integrity, and professionalism of professional boxing in the United States. More specifically, this legislation would require that all referees and judges participating in a championship or a professional bout lasting 10 rounds or more be fully registered and licensed by the Commission. Further, while a sanctioning organization could provide a list of judges and referees deemed qualified, only the boxing Commission will appoint the judges and referees participating in these matches.

“Additionally, the USBC would license boxers, promoters, managers, and sanctioning organizations. The Commission would have the authority to revoke such a license for violations of federal boxing law, to stop unethical or illegal conduct, to protect the health and safety of a boxer, or if the revocation is otherwise in the public interest.

“Mr. President, the Professional Boxing Amendments Act would strengthen existing federal boxing law by improving the basic health and safety standards for professional boxers, establishing a centralized medical registry to be used by local commissions to protect boxers, reducing the arbitrary practices of sanctioning organizations, and enhancing the uniformity and basic standards for professional boxing contracts. Most importantly, this legislation would establish a Federal regulatory entity to oversee professional boxing and set basic uniform standards for certain aspects of the sport.

“Thankfully, current law has already improved some aspects of the state of professional boxing. However, like me, many others remain concerned the sport continues to be at serious risk. In 2003, the Government Accountability Office (GAO) spent more than six months studying ten of the country’s busiest state and tribal boxing commissions. Government auditors found that many of these commissions do not comply with Federal boxing law, and that there is a disturbing lack of enforcement by both Federal and State officials.

“Mr. President, it is important to state clearly and plainly for the record that the purpose of the Commission created by this bill is not to interfere with the daily operations of State and tribal boxing commissions. Instead, it would work in consultation with local commissions, and it would only exercise its authority when reasonable grounds exist for such intervention. In fact, this bill states explicitly that it would not prohibit any boxing commission from exercising any of its powers, duties, or functions with respect to the regulation or supervision of professional boxing to the extent no consistent with the provisions of Federal boxing law.

“Finally, with respect to costs associated with this legislation. The price tag for this legislation should not fall on the shoulders of the American taxpayer, especially during a time of crushing debt and deficits. As such, to cover the costs, the bill authorizes the Commission to assess fees on promoters, sanctioning organizations and boxers; ensuring that boxers pay the smallest portion of what is in fact collected.

“Let there be no doubt, however, of the very basic and pressing need in professional boxing for a Federal boxing commission. The establishment of the USBC would address that need. The problems that have plagued the sport of professional boxing for many years continue to undermine the credibility of the sport in the eyes of the public and – more importantly – compromise the safety of boxers. This bill provides an effective approach to curbing these problems. I urge my colleagues to support this legislation.”

TOR HAMER IN PRIZEFIGHTER TOURNAMENT‏

Three World title challengers are in the first four names announced for the Betfair Prizefighter International Heavyweights tournament on Wednesday June 20 at York Hall, Bethnal Green.

Kevin ‘Kingpin’ Johnson, Albert Sosnowski and Kali Meehan have all stepped in the ring to fight for World titles and that trio are joined by Kent’s Tom Dallas in the 25th edition of the eight man, one night tournament live on Sky Sports.

Johnson and Sosnowski have both faced Vitali Klitschko for the WBC belt, while Meehan fell the wrong side of a split decision to Lamon Brewster for the WBO strap.

Kingpin had been lined up for the first International Prizefighter tournament won by Mike Perez in May 2011 in a knockout night at the Alexandra Palace, but passport problems scuppered his involvement. Johnson plans to make up for his absence this time and is in good shape after winning the IBF Australasian title in Queensland in April with his 20th KO in 25 wins.


Tor will be participating in an 8-man Heavyweight tournament today in London, UK. Tor will be facing Marcelo Naciamento (16-3, 14 KOs) in his first bout.

The format of the tournament is eight fighters, who compete in four quarter-finals of 3 x 3 minute rounds followed by two semi-finals and one final all on the same night.

Don King returns to Hard Rock Live at Seminole Hard Rock Hotel & Casino in Hollywood, Fla., with a “Viva Don King II” boxing event on Saturday, June 23 that will feature three heavyweight fights and local Cuban favorites Joey “Twinkle Fingers” Hernandez and undefeated Angelo “La Cobra” Santana.

North American Boxing Federation No. 1-ranked heavyweight, and former U.S. amateur champion, Tony “TNT” Grano (19-2-2, 15 KOs), from Hartford, Conn., and former No. 1-ranked heavyweight and current NABF No. 11-ranked contender DaVarryl “Touch of Sleep” Williamson (27-6, 23 KOs) will vie for the vacant NABF crown in the main event scheduled for 12 rounds. Both are known for their punching prowess, so fireworks will be on display in this match up between big men.

Two returnees from last year’s first “Viva Don King” card are back by popular demand. Undefeated and emerging lightweight contender Angelo “La Cobra” Santana (12-0, 9 KOs), a Cuban fighting out of Miami, will face the toughest test of his career against former WBC Silver featherweight champion Justin “Le Voodoo” Savi (26-1, 18 KOs), from Cotonou, Benin. OSSIE DURAN LOOKING FOR BIG FIGHTS‏

Middleweight contender Ossie Duran is looking for a breakthrough fight and has his eye set on a potential rematch with Fernando Guerrero.

Duran and Guerrero met on October 10, 2009 that ended up with Guerrero winning a majority decision in his hometown in Salisbury, Maryland.

In that fight, Duran scored a knockdown in the tenth and final round for which there was controversy.

“He was knocked down and he had to be helped back in the ring” with seconds left, said Duran’s advisor Vinny LaManna.

“Look at the scores and you can tell who really won that fight”, continued LaManna when referring to the tallies that read 97-93, 96-94 and 95-95 in favor of Guerrero.

Queen Underwood Receives a Berth in the 2012 Olympic Games‏

Queen Underwood (Seattle, Wash.) received the call she had been dreaming about for over a month on Monday morning, and the voice on the other line delivered the message she’d been hoping for. The 28-year-old lightweight immediately fell into tears upon learning that she would be nominated to compete in the inaugural Olympic Games for women’s boxing in London. Underwood received the call from USA Boxing Executive Director Anthony Bartkowski at approximately 10 a.m. PT and was too emotional to speak after receiving the news.

After regaining her composure, Underwood attempted to put her feelings into words through the tears. “I’m just so happy right now. I’ve been waiting for this second chance and it means a lot to be able to go to the Olympics,” Underwood said. “All I heard was welcome to the Olympic Team and I just couldn’t control my emotions. I am just happy and thrilled that they chose me. This is just awesome.”

As the IOC’s Tripartite Commission did not have a suitable NOC for the lightweight slot, they returned to the berth to AIBA, the international federation for Olympic-style boxing. Per the Olympic Selection Guidelines approved the IOC Executive Board, the berth was to go to the next place finisher at the 2012 Women’s World Championships, which was Underwood. The American boxer lost a one-point decision to Norway’s Ingrid Egner in preliminary round action at the World Championships last month, falling just short of qualifying at that event. She required a first place finish in the Americas at the 2012 World Championships to earn her berth at the 2012 Olympic Games in the lone international qualifying tournament.

“We are thrilled for Queen and believe that she absolutely deserved to be in London,” said USA Boxing Executive Director Anthony Bartkowski. “She has been an outstanding representative for the sport since her first national championship win in 2007 and the team feels complete now that she will be joining Marlen and Claressa in London.”

Underwood’s selection by AIBA means that the United States will be represented in all three women’s weight divisions in the first-ever Olympic Games for Women’s Boxing. Flyweight Marlen Esparza (Houston, Texas) and middleweight Claressa Shields (Flint, Mich.) both qualified for the Olympic Games based upon their finish at the 2012 World Championships. Only 12 boxers in each of the three women’s weight divisions will be competing in London.

All nominations to the 2012 Olympic Team are subject to approval by the USOC Board of Directors.

HBO Boxing Video: Replay of Pacquiao Vs. Bradley Precedes Julio Cesar Chavez Vs. Andy Lee Middleweight Championship

A classic case of speed and finesse versus power, heart, and classic one-punch-knockout-ability will take place later tonight at the Sun Bowl in El Paso, Texas.

Dmitriy Salita Talks About Paulie Malignaggi and His WBA Title‏

RING ZONE: Your fight with Paulie Malignaggi has been talked about for a long time. You both won the Golden Gloves the same year and turned pro the same year. What do you think about the potential of a fight between you and Paulie happening in The Barclays Center in Brooklyn?

A: A fight between Paulie Malignaggi, 31-4 (7 KOs), and myself is a natural for NYC and Brooklyn and has been in the works for a long time. It will be a special electric night of boxing. Everywhere I go people stop and talk to me about the fight. There is a great energy in the city surrounding this event.

RING ZONE: Paulie has speed & skills but lacks a big punch, what do you expect from him?



A: Paulie is a very good boxer. He has better power then people give him credit for. He uses his legs to get in and out and his jab is his main weapon. Paulie just won the title, his confidence is high so I expect him to be aggressive and engage in a fight with me. I am hungry to win my first world title. It will be a very exciting fight. Paulie and I sparred as amateurs and when we first turned pro, so I am familiar with his style. It will be guns blazing.

RING ZONE: While you are 33-1-1 (17 KOs), and was ranked number one in the WBA some of your critics say you do not have that many big names on your record, what do you say?

A: I feel it is unjust that my critics try to diminish my accomplishments and my struggle in the sport. Throughout my career a lot of big fights that I signed for never came to fruition. This was completely outside of my control! I remember spending ten weeks in training camp and finding out about two weeks before my fight with Andrea Kotelnik for the WBA Jr Welterweight title that he pulled out. Unfortunately this has happened too many times in my career. People that follow my career either love me or hate me. People say, ‘Who have you fought?’ My answer to that is, I have faced a lot of tough men but when I try to step up and fight someone of note and the fight falls through I get criticized; that does not make sense! I have never gotten opportunities like most other top fighters. I am definitely a victim of an undeserved bad rap. Because of what I look like and the way I present myself people think that I was born with a silver spoon in my mouth. That could not be further from the truth. In my life and career it has been blood, sweat and tears ever since I started boxing at the age of thirteen. I gave my life to boxing and worked hard to build my career.

I want my chance to prove myself. America is a great country; the land of opportunity and I am waiting for my opportunity in a world title fight. The fight with Paulie," The Battle of Brooklyn" is it. I guarantee that I will prove my world class stature.

RING ZONE: How big do you think this fight will be in a Brooklyn venue, the Barclay CTR?

A: The buzz has begun, it will be huge! I do well at the gate fighting anyone. A fight with Paulie for the world title in Brooklyn will sell out in only days.

RING ZONE: You said that you want a tune up. Are you arranging that?

A: Yes I am working on getting a tune up fight.

RING ZONE: He is with Golden Boy; do you see that as a problem?

It’s no problem at all. I want to make the fight. Golden Boy knows that. I reached out to them and told them of my interest.

Eddie Chambers, Talks:Heavyweights Collide Tomasz Adamek vs Eddie Chambers

Fast" Eddie Chambers, who has also lost to a Klitschko, is also coming off of a unanimous decision win over Derric Rossy. However, that was his only fight in 2011, and he only fought once in 2010 as well. Some say that the lay off gives Adamek an advantage, while others say it just makes Chambers more Hungry. A win over a star like Adamek would put Chambers in a good position, and perhaps put him more on the radar for bigger fights.

Chambers is seen as the better boxer, with more technical ability, and speed. But Adamek might just chase him down, and bring the fight to Chambers. Adamek believes that his speed will win the fight for him; Chambers thinks the same for himself

Hall-of-Fame Induction Would Be Final Accolade On Impressive Career of Ray Mercer‏

Inside the squared circle Ray “Merciless” Mercer has accomplished things that most fighters dream of but will never see come into fruition. In addition to winning a Gold Medal at the 1988 Olympics, Mercer has held the WBO and NABF Heavyweight titles, and has gone to battle with countless future hall of famers.

This past weekend Mercer was a special guest to the inductee ceremony at the International Boxing Hall of Fame—a place the fighters hopes he will be returning to soon to see his name join the legacy of so many who have contributed to the sweet science.

“This past weekend was awesome; being there and seeing Tommy Hearns, Al Bernstein, Mark “Too Sharp” Johnson, Michael Katz, Michael Buffer and Freddie Roach get inducted into the hall of fame. It was one of the best experiences of my life,” said Mercer.

“Getting inducted into the Hall of Fame would complete my career,” said Mercer. I’ve won the Gold Medal and heavyweight championship, but that would truly be great. It would make my parents, friends and fans all over proud.”

Retired from the gloved sport since 2008, Mercer has been actively working with Find A Dream—a 501 (c) (3) nonprofit organization that reaches out to community children and provides them a healthy channel to find and work towards fulfilling a dream—the boxer has been working hard to spread awareness about the importance of providing a sanction for inner city kids to work toward a positive goal.

In recent months Find A Dream has been focusing on putting together an all-star team to help spread awareness throughout the country and help enrich the lives of inner city youth by providing them with boxing, martial arts, computer and educational programs. They recently have secured a building for their newest facility which they will be opening up shortly in South Carolina, and are focusing their efforts on opening up several other locations.

Mercer shares company with an elite team at Find A Dream, UFC legend and Hall-of-Famer Dan “The Beast” Severn, cruiserweight boxer Bobby Czyz, heavyweight KO artist Don Steele and actor Quinton Aaron, amongst several others.

In 2012 Find A Dream is striving to continue to expand and impact the lives of children throughout various communities. Find A Dream plans to spread their word through boxing and MMA events, car shows, cook-offs, concerts and more in hopes of reaching out to communities and bringing awareness of the necessity to work towards enriching the lives of our youths.

Find A Dream is a nonprofit organization unlike any other. We have partnered with professionals to deliver on our promise of positive change in young lives. Our communities become stronger when our youth is mentored through people of character with a true interest in pouring constructive, character-building activities and input into their lives.

Eddie Chambers – “If you had the chance to see Fight Night 36 last night you’ll see I’m working extremely hard. Me and my team came together and decided that we really need to go up to Detroit, one of the tougher boxing areas in the country. We actually went to the legendary Kronk gym, where it’s like 150 degrees every day, like training in a sauna literally. But I think that’s the kind of thing we needed to do, we need to prepare that way because I am pretty sure Tomasz is going to bring a lot of heat inside the ring. I think that all the work we did was the perfect setting for what we are going to see in the main event on Saturday night.. It’s going to be a fun night. I think Tomasz has worked very hard, I know I have, you’ve seen it.” “My first thought was that I should not fight Adamek for my first fight back after 14 months off, but then I talked with my friends and trainers and we decided that this would be a good move for me. Show everyone right away that I am back and that I mean business.”

Tomasz Adamek – “I sparred close to 100 rounds in training camp which is a lot of rounds for me. I want to show Eddie some of the stuff I was working on for the last 3 weeks of our training camp. Eddie is saying how fast and untouchable he will be. I will be just as fast as him.” “I want to fight another two to three years and it’s easier to stay healthy when you are winning. I like the fact that my fights are being shown by both us (NBC Sports Network) and Polish TV. This proves alot of people still want to watch me and there is no reason to think about ending my career.”

“Everybody is waiting for Saturday. I am ready 100%. We had a good camp. I will give a good show Saturday night. I know that Eddie is a very good fighter. He’s lost only 2 fights, like me, and this is why he took the risk fighting me, but it was a mistake.”
